The Inner South-West Community Development Organisation Ltd (CDO) which was known as the Community Resource Centre until its name change in 1994 and the Sydney Southern Community resource Group Ltd (Sydney Southern) were both established by the South West Sydney Regional Social Development Council (SWSRSDC or Regional Development Council) in the 1970's.

SWSRSDC was one of many regional bodies formed around the country during 1973 and 1974 at the urging and support of the Whitlam Government to coordinate and administer the Australian Assistance Plan (AAP) - a strategy that aimed to give to all the people in Australia a better opportunity to take part in the planning, developing and controlling their own local community services.

The Sydney Southern Community Resource Group

The reason given for the formation of this group was to create a realistic and tangible means of survival under diverse pressures and to ensure the future survival and existence of the Regional Council as a regional body.

The Community Resource Centre

Its function was to be a ‘Hub’ for a range of community based projects in the region which included the Access Community Press; Community Access Radio & Access Video under the umbrella of the ‘Access Media Centre’; the ‘Regional Data Exchange Project’; the core Community Information & Resource Team and the Directorate of the Inner South-West Regional Social Development Council.
